Cleland’s research draws significant comparisons between the path of artificial intelligence and the Dotcom bubble. The most obvious is the general overstatement of artificial intelligence’s power. According to him, artificial intelligence is a tool with restrictions rather than a magic wand. He cites cases when AI-generated content has spread false information or resulted in bad actions. Large language models, for instance, have been charged with “hallucinating” or creating meaningless outputs or data fabrication. Cleland contends that these lapses result from poor design and insufficient protections.
“The biggest dangers in artificial intelligence lie not in what it can do but in what we assume it can do.” Cleland notes the transforming power of artificial intelligence. From banking to healthcare, companies are using artificial intelligence to improve creativity and effectiveness. He does, however, highlight the need for moderation in this development. Policymakers, companies, and technology have to learn from the Dotcom collapse to prevent a similar outcome.
Cleland supports a mixed strategy for artificial intelligence development whereby responsibility is combined with innovation. He presents the main tactics for reducing risk based on his background in revealing WorldCom’s deception and counseling Congress on antitrust concerns. Authorities must create clear frameworks to handle algorithmic responsibility and data privacy. Developers should give justice and inclusiveness in AI systems a priority to reduce prejudices and inadvertent negative effects. Moreover, Cleland exhorts readers to examine AI startups closely. He says, “Blind faith in disruptive technologies can lead to blind losses.” Fostering informed society acceptance depends on increasing knowledge of the possibilities and constraints of artificial intelligence.

Cleland concludes, “Rather than questioning what we can build, the next big shift in tech will be about how responsibly we build it.” His demand for a deliberate, controlled approach to artificial intelligence development strikes as a timely reminder of the gravity of the involved issues.
